Position Summary

The Junior Program Assistant will primarily support USAID's Malaria Division in the Bureau for Global Health's Office of Infectious Disease as a Credence Institutional Support Contractor (ISC) under GHTASC.

Specifically, the Junior Program Assistant will provide management and administrative support to the US President's Malaria Initiative (PMI), which is housed within the Bureau for Global Health. PMI is the US Government's (USG) flagship global malaria initiative and is led by USAID and co-implemented with the Centers for Disease Control and Prevention (CDC). Oversight of PMI is carried out under the leadership of the U.S. Global Malaria Coordinator.

As described in End Malaria Faster: U.S. President's Malaria Initiative Strategy 2021-2026, the goals of PMI are to reduce malaria mortality, reduce malaria morbidity, and accelerate progress toward national or subnational elimination in PMI partner countries. PMI's strategic approach includes reaching the unreached, strengthening community health systems, keeping malaria services resilient, investing locally, and innovating and leading. PMI supports the implementation of evidence-based interventions at-scale, including malaria diagnosis with microscopy and malaria diagnostic tests; malaria treatment with artemisinin-based combination therapy; vector control with insecticide-treated mosquito nets and indoor residual spraying; chemoprevention, such as intermittent preventive treatment of malaria in pregnancy and seasonal malaria chemoprevention; surveillance; supply chain strengthening; and social and behavior change. The Initiative is results-based, focused, and exhibits a high level of financial and programmatic accountability.

The Junior Program Assistant will be an integral member of the Malaria Division, providing administrative and analysis support to technical staff, Activity Managers, Contracting Officer's Representatives (COR), and Agreement Officer's Representatives (AOR) for the day-to-day management of PMI's flagship malaria control and elimination projects. The Junior Program Assistant will also play a key role in supporting administrative and knowledge management processes, including malaria operational planning, meeting scheduling, and information dissemination. They will also provide direct assistance to the Malaria Division Chief and Malaria Division Deputy.

Salary Range

Full salary range for this position is $48,100 to $86,060 per year, with the starting salary determined based on candidate's knowledge, skills, experience, as well as budget availability.

Responsibilities include, but are not limited to the duties listed below

The Junior Program Assistant will be an integral member of the Malaria Division and provide day-to-day support for Division operations, as well as awards managed within the Malaria Division. Specifically, the Assistant will be charged with the following:

    Schedule, organize, provide logistical support, and take notes for Division meetings, workshops, and events, which includes reserving conference rooms or other appropriate facilities, preparing agendas, notifying participants, setting up equipment, providing technology support, assembling background and informational materials, and distributing meeting notes.
  • Support PMI's flagship malaria control and elimination awards by reviewing workplans, annual reports, and other relevant deliverables; regularly engaging with PMI country colleagues and the implementing partner to discuss project progress, milestones, and challenges; and following up to promote smooth project operations and progress towards PMI objectives.
  • Assist in the financial and administrative management of PMI's flagship awards, ensuring that all documentation is complete and in compliance with USAID rules, regulations, and standards (e.g., processing waivers and obligations, preparing accruals, tracking obligations/pipelines, etc).
  • Assist technical teams and Division leadership with gathering, organizing, and disseminating information on activities in PMI-supported countries.
  • Support operations for the Malaria Division by facilitating the malaria operational planning process, organizing updates to the annual PMI Technical Guidance, updating and developing materials for PMI leadership, and reviewing and analyzing data.
  • Participate in both internal and external routine or ad hoc meetings to support project management activities and assist Activity Managers/COR/AORs in preparing progress reports, presentations, or briefings to update PMI and/or USAID leadership on project management activities and award progress as needed.
  • Maintains program, project, and Division files and assists technical staff in the preparation of various program documents and correspondence.
  • Provide administrative support for hiring actions, onboarding and offboarding, travel, and related Division operation processes as requested by Division leadership.
Education, Requirements and Qualifications
  • Bachelor's degree with 1 years of relevant experience, Associate's degree and 3 years of relevant experience, or High School graduate and 5 years of relevant experience.
  • US Citizenship or US Permanent Residency with the ability to obtain and maintain a Facility Access clearance is required. For Permanent Residents, this means having resided in the US for at least 3 of the past 5 years.
  • Demonstrated experience providing administrative support for the implementation and/or management of public health programs, with experience working on programming in international development settings preferred.
  • Demonstrated ability to think strategically, multi-task, and collaborate diplomatically across diverse teams across the US government.
  • Ability to take initiative, prioritize, and complete projects in a fast-paced environment.
  • Strong oral and written communications skills and proven ability to communicate quickly, clearly and concisely.
  • Knowledge of public health development programs, procedures, and systems and USAID rules, regulations, procedures, and systems, including financial systems, preferred.
  • Proficiency with Microsoft Office and Google suite.
  • Willingness and ability to travel domestically and internationally up to 10% of the time.
