Allegheny Science & Technology (AST)is looking for an Interdisciplinary Semiconductor Industry (Manufacturing Engineer/Physical Scientist/Technology Commercialization SME) for a federal contract in Washington D.C.! This position will serve as the strategic technical lead, focused on addressing significant risks and opportunities to our Nation's economic success and growth in the semiconductor industry - described as a complex, competitive, and highly integrated international supply chain ecosystem. They will support our client's mission by providing recommendations on the feasibility and potential impact of future research programs through preparing in-depth analyses, conducting background research, traveling to R&D facilities, and interfacing with the R&D community. Your ability to translate real-world needs into technical specifications makes you an integral part of developing a strategy to drive investments in semiconductor manufacturing technologies and to secure a strong domestic semiconductor industrial base (workforce, economic competitiveness, supply chain).
Position Responsibilities:
  • Serve as an expert in the semiconductor industry, offering insights into best practices and providing recommendations in areas such as design, packaging, and manufacturing.
  • Conduct analysis and formulate strategies, focusing on investment priorities and roadmaps for future semiconductor needs, especially in relation to emerging and critical technologies.
  • Explore new business strategies to create a new product/service offering to stimulate investment by developing operational models, financial models and sustainable revenue and pricing models for external clients.
  • Identify gaps and bottlenecks in semiconductor technologies and supply chains, proposing strategies to address and close these gaps.
  • Contribute to the development of a strategic map outlining key stakeholders in the semiconductor ecosystem, detailing their roles, value creation, and contributions.
  • Lead strategies and technical content with microelectronic and/or semiconductor alliances to improve institutional capacity: workforce development, advanced packaging, IP management, capital for deployment and demonstration,
  • Communicate and interface with a wide team of external stakeholders (including Fortune 500's, small businesses, universities, government representatives, and startups) on developing a semiconductor technical roadmap.
  • Business model development for large regional development organizations to provide an understanding of the value chain, revenue streams and cost structures, new business strategies, and competitive market product pricing.
  • Participate as speaker, panelist, moderator, or facilitator at external facing events.
Position Requirements:
  • Bachelor's degree in a scientific or engineering discipline with at least 15 years of directly applicable experience in technology development, strategic marketing, product management, or business strategy within the semiconductor industry value chain.
  • Proven ability to input as part of a market or strategy research questions, supporting a business strategy, and validating technical roadmaps and possible risks.
  • A good understanding of semiconductor trends and technologies with the ability to provide thought leadership and technical assessment to internal and external stakeholders.
  • Ability to clearly articulate (at a strategic level) the process of conceptualizing, designing, manufacturing, packaging, and testing a chip.
  • Ability to create and execute work plans, as well as to create metrics to evaluate success / failure of new business ideas and proposals.
  • A network in the semiconductor community
  • Highly effective oral, written, and interpersonal communication skills; demonstrated ability to interact at all levels effectively and comfortably.
