Position Summary:

TESAT Government, an Airbus U.S. Space & Defense division, is looking for Technical Program Manager to manage one or more of the Optical Communications programs. TESAT Government, along with its parent, Airbus U.S., is a leading supplier of spacecraft equipment, technology and solutions to U.S. customers focusing on optical (i.e., laser) communications. This role consists of program management, planning, budgeting, scheduling, coordination, and reporting to ensure that program(s) and tasks are executed to meet cost, schedule and performance commitments. The individual must work closely with the engineering team to coordinate technical expectations and deliver results for assigned program(s) as well as other functional areas of Airbus U.S. to ensure that contractual, supply chain, finance, export, compliance, and legal requirements are satisfied. Additionally, the Technical Program Manager will interface directly with the customer and key subcontractors to execute the program(s).


Position Responsibilities:

Technical Program Management: 70%

  • Serve as program manager and/or deputy program manager for identified space equipment program(s).
  • Manage assigned program(s) to ensure key objectives are met including technical, cost, and schedule for medium dollar amount/medium complexity/medium team size program(s).
  • Develop project plans, program financial budgets, program schedules, risk registers and more to effectively manage assigned program(s).
  • Develop detailed Work Breakdown Structures (WBS) and track and manage project costs against the program spend rate baseline.
  • Develop program schedules that identify major milestones, internal and external task dependencies, critical paths, and resources allocation requirements.
  • Manage and update project risks through a risk management plan that identifies, assesses, documents, and mitigates program risks.
  • Provide daily project direction and support by effectively communicating and coordinating with team members (engineering, manufacturing, and support functions) to plan, update, and execute program plans against cost and schedule, with consideration to risks and their mitigation, within the program budget.
  • Create and submit status reports, briefings, summaries, technical reviews, revenue/budget reports, cost/benefit analysis, risk management and other documents as necessary. Provide current project and program updates via Program Management Reviews to senior management and team members to accurately report and reflect status of program(s).
  • Proactively track leading indicators, identify issues or delays, and recommend corrective actions as needed.
  • Provide leadership with recommendations and implementation strategies to ensure project and program costs remain within the budget and schedule.
  • Coordinate and manage projects and ensure Contract/Subcontract Data Requirements List (CDRLs/SDRLs) are completed.
  • Manage internal, external, and international organizations to ensure strict adherence to timelines.
  • Manage milestone progress and invoice for work accomplished.

Stakeholder Management: 20%

  • Develop and maintain strong relationships with customers, other external stakeholders, and internal stakeholders, working in a collaborative partnership to ensure successful program execution and business growth. This includes working with internal support functions across the company - finance, contracts, compliance, security, export, configuration management, etc.
  • Provide direct management of partners and affiliates, including program definition and scope, program reviews, deliverables, schedule and milestones management, risk management, payments, invoices.
  • Establish and maintain effective working relationships with subcontractors, suppliers, Airbus affiliates and other external stakeholders.

Additional Responsibilities: 10%

  • Coordinate with finance, contracting, supply chain, compliance and security team members to ensure program(s) are being managed per financial, contractual and compliance requirements, within the program's scope and budget according to approved schedule.
  • Apply guidance and redirection as required to ensure program(s) stay on track and meet expectations.
  • Support the development and generations of proposals to capture new business opportunities.

Qualified Experience / Skills / Training:

Education:

  • Required: Bachelor's degree in Aerospace, Systems, Electrical, Mechanical or other STEM related scientific field.
  • Project Management Professional (PMP) certification is desired.

Experience:

  • A minimum of 7 years with a Bachelor's degree or 5 years with a Masters.
  • Experience in technical program management of teams located in various areas.
  • Experience managing projects and teams, for space flight hardware or technologies, for U.S. Government or commercial space customers, with successful execution (cost, schedule, performance).
  • Experience with hardware production is desired.
  • Experience working with subcontractors and supply chain teams highly desired.

Licensure/Certifications:

  • Required: None
  • Preferred: PMP

Knowledge, Skills, Demonstrated Capabilities:

  • Understanding of space systems, technologies, and products.
  • Experience and familiarity with U.S. government contracting practices.
  • Knowledge of program management metrics, tools, and reporting methods.

  • Demonstrated strong and effective verbal, written, and interpersonal communication skills.

  • Ability to work in a diverse, geographically distributed team to achieve successful program execution.

Technical Systems Proficiency:

  • Excellent PC skills, specifically Microsoft Office 365 primarily Word, Excel, Teams, SharePoint and Project.
  • Familiarity with Salesforce, Costpoint, and Deltek systems a plus.

Travel Required:

  • 20% domestic and international travel.

Clearance:

  • Ability to obtain and maintain a Secret Security Clearance required.

Nature of Contacts:

Role includes involved, influence and negotiation type communication with internal and external parties on a frequent basis.

  • Squatting / Kneeling: able to occasionally squat or kneel to retrieve or replace items shelved on bottom shelves.
  • Standing: able to stand for long periods of time.
  • Walking: able to walk through office and outside areas including uneven surfaces.
