Responsibilities

As the Property Administrator/ Quality Assurance Specialist (Shared) (NSGB), you will act as a model of customer service excellence to all organizational staff members in the Office of Military Commissions (OMC), as part of DISA's Joint Service Provider (JSP) Service Delivery contract. You will participate in the property operations for this program. That includes but is not limited to planning the execution of: procurements, staging, delivery, storage, accountability, inventories, and Defense Reutilization and Marketing Office (DRMO) / Disposition Services. You will participate on a team of up to 30 highly qualified IT professionals and interact daily with the customer to ensure productivity and resolve IT issues that the end-users may have with existing desktops, laptops, software installation, and other critical needs. Further, you will lead the program-level planning and implementing of all OMC IT initiatives anticipated during this effort. Although this position resides at the Naval Station Guantanamo Bay (NSGB), there may be a requirement to travel to the National Capital NCR occasionally.

Highlights of Responsibilities:

    Provide Property Custodian (PC) to support Accountable Property Officers (APOs) for accountable IT assets.
  • Perform duties as Property Custodian (PC) following mandatory DPAS training and certification requirements. As a primary hand receipt holder, the contractor shall sign for various program/administrative property on DPAS electronic hand receipt and further sub-hand receipt property to program sub-hand receipt holders/end-users.
  • Complete DISA/ JSP Defense Property Accountability System (DPAS) Training within 10 business days of assignment.
  • Process accountable property activity in the Defense Property Accountability System (DPAS) to include additions, deletions, transfers, adjustments vouchers, and disposal using proper financial documents to facilitate financial audit readiness in accordance with DoD Instruction 5000.64 "Accountability and Management of DOD Equipment and Other Accountable Property."
  • Prepare inventory reports, sub-custodian hand receipts, and maintain inventory records of work accomplishments and administrative information, as requested. Coordinate the preparation, presentation and communication of work-related information to Mission Partners' Government Lead, JSP Lead APO and subordinate APOs.
  • Conduct physical inventories to verify accuracy of information. Initiate and close out the monthly cyclic 10% inventory as well as the annual 100% inventory in DPAS.
  • Conduct analytical and problem solving related to DPAS data to ensure data quality and accuracy.
  • Assist APOs in building an accurate and complete supporting document File IAW with JSP SOPs and Processes in order to maintain an accurate DPAS history file. This type of support is also required during audits, inspections, and Financial Liability Investigation of Property Loss (FLIPL) processing.
  • Identify and advise on all hardware/software approaching End of Lifecycle (EOL). Provide Monthly consumables supply report to identify/forecast low bench-stock levels of government identified key items (e.g. Print Toner, monitors, KVM Switches, peripherals, etc)
  • Develop and maintain Standard Operating Procedures (SOPs) to identify collaborative responsibilities and support process interaction with other Government and contractor IT groups. Present SOPs to the Government Task Monitors for review and approval prior to implementation.
  • Facilitate integration with established JSP processes and procedures.
  • Maintains a broad understanding and deep knowledge across all applicable network technologies and advises the OMC Information Technology Division in utilizing and integrating innovative technologies in support of OMC Network requirements.
  • Provide materiel for the operational and maintenance (O&M) support for NIPRNET, SIPRNET, and JWICS system infrastructure for approximately 400 users.
  • Provide O&M support for Special Access System infrastructure for approximately 150 users.
  • Provide required property management for all E&I and O&M efforts for OMC NIPRNET, SIPRNET, and JWICS Network Infrastructure in NSGB and Special Access (SAP) System Network Infrastructure in the NCR and NSGB.
  • Utilize ITIL best practices to enhance and optimize the services provided to end users
  • Coordinate with OMC and JSP IT support teams to resolve customer incidents/problems, fulfill service requests, and institute continuous improvement initiatives and methods.
  • Will utilize Government approved tools to accurately report, document, administer, and resolve customer issues.
  • Government-provided tools include, but are not limited to, the following:

(1) BMC Remedy and Service Now (SNOW) for ticket submission, tracking, and routing; and

(2) Microsoft SharePoint as a knowledge management repository for SOP's

  • Work with management in assessing staff performance/reviews/changes.
  • Assist in the professional and technical development of the team
Qualifications

Requirements:

  • Shall possess at the time of award a DOD SECRET security clearance. This position will require TOP SECRET w/ SCI Eligible security clearance within 6 months of hire.
  • Strong customer service orientation.

  • Ability to conduct research into PC and software issues and products as required.

Education and Experience:

  • Bachelor's degree in computer science or an IT Related Field, or equivalent.
  • 5+ years of DoD IT Property Management Experience of similar size and scope
  • Required Certifications:
    • JSP (DISA) Approved DPAS Access within 10 days of program start.
  • Preferred Certifications:
    • Program Management Professional (PMP)
    • DoD8570.01M IAT Level II (one of the following):
      • CCNA Security
      • CySA+
      • GICSP
      • GSEC
      • SSCP
      • CND
      • Security + CE
