As a Public Safety Procurement Technician, you will assist with the procurement, coordination, and overseeing of the Office of Public Safety diversified services, supplies and equipment for the Police, Fire and Rescue Department and Public Safety Communication Center.

Public Safety Procurement Technician

Serves in the Budget and Property Management Department in the Office of Public Safety located at Washington Dulles International Airport.

Coordinates the procurement and oversight of Public Safety services, supplies and equipment for the Police, Fire and Rescue Department and Public Safety Communication Center. Prepares contract solicitation documents for invitation for bids, requests for proposals and/ or quotes from vendors. Monitors contract status and utilizes or develops reports to assist with ensuring contract compliance. Assists with drafting contracts. Performs related functions.

GENERAL RESPONSIBILITIES

Coordinates the procurement and oversight of Public Safety services, supplies, and equipment for the Police, Fire and Rescue Department and Public Safety Communication Center.

Processes requisitions, submits bids/proposals documentation, maintains services and goods contracts, and receives and issues equipment to Public Safety staff.

Works with superiors and subject matter experts to develop all Public Safety Department services and goods specifications.

Assists in researching, developing equipment specifications, and writing statements of work for vehicle and equipment purchases, and contractual services.

Prepares contract ready procurement and solicitation documents (i.e., Statement of Work, Independent Cost Estimates, Procurement Justifications) for Supervisor's review and approval.

Maintains contract files in Workday and Contract Lifecycle Management Software.

Serves as Contracting Officer Technical Representative (COTR) on all Public Safety contracts.

Creates, maintains, and retrieves manual records and automated files, databases and spreadsheets in support of the Office of Public Safety budgets, contracts, purchases, and work orders to generate applicable reports.

Performs other duties as assigned.

QUALIFICATIONS

Two years of progressively responsible experience in procurement/purchasing, and providing administrative support services.

Included in the two years of experience must be one year of experience in creating requisitions, procurement, or contracting support work.

Knowledge of and ability to implement various types of purchasing and contracting methods.

Ability to manage multiple procurements and contracts concurrently and coordinating and integrating related efforts.

Ability to perform general analyses of data and information (including identifying the accuracy and relevance of the information) and make corrections and/or recommendations.

Skill in creating and maintaining files (e-files and paper files) and running and reviewing system reports.

Ability to speak and write effectively, with emphasis on accurately preparing and completing documents and forms.

Ability to use computer hardware and modern office suite software, with an emphasis on inventory systems.

PREFERRED QUALIFICATIONS

Experience in organizing and meeting with subject matter experts for the purpose of extracting pertinent information to be used in writing specifications for procurement and contracting.

Experience with supply or inventory management in a Police, Fire and Rescue, or military setting.

EDUCATION

A high school diploma or a Certificate of General Educational Development (GED).

CERTIFICATIONS AND LICENSES REQUIRED

A state driver's license in good standing.

Work is typically reviewed in progress and upon completion for quality, quantity, timeliness, teamwork, customer service, and other factors

A background security investigation will be required for all new hires.
