Summary:

We are seeking a dedicated and experienced Planning Manager to join our team reporting to DC Office of Human Services Emergency Preparedness and Response (OHSEPR). The Planning Manager will be responsible for overseeing incident-related data gathering and analysis, facilitating incident action planning meetings, coordinating planning efforts across multiple jurisdictions, and developing long-term plans for various projects or incidents. This role requires strong organizational skills, attention to detail, and the ability to work effectively in a fast-paced environment. It is expected for this person to be onsite at least 3 days per week Tuesday - Thursday during steady state operations.

Responsibilities

Essential Job Functions:

    Oversee incident-related data gathering and analysis regarding project or incident operations and assigned resources.
  • Facilitate incident action planning meetings and prepare the Incident Action Plan (IAP) for each operational or project period.
  • Coordinate planning efforts across multiple jurisdictions to ensure effective communication and collaboration.
  • Develop and implement a transition plan based on escalating incident complexity, ensuring seamless coordination between different phases of the project or incident.
  • Develop long-term plans to address the evolving needs of the project or incident, taking into account potential challenges and opportunities.
  • Supervise advanced planning efforts as the incident or project requires, ensuring that all planning activities are carried out efficiently and effectively.
Qualifications

Necessary Skills and Knowledge:

  • Demonstrated advanced level proficiency in Microsoft Excel, PowerPoint, and Word. The Planning Manager must be experienced in data analysis and data visualization.
  • Excellent communication and interpersonal skills, with the ability to effectively collaborate with stakeholders at all levels.
  • Demonstrated ability to analyze data, identify trends, and develop actionable insights to support decision-making.
  • Proven leadership skills, with the ability to lead and motivate teams in a dynamic and challenging environment.
  • Ability to work independently and prioritize tasks effectively to meet deadlines and achieve objectives.

Minimum Qualifications:

  • Bachelor's degree with a minimum of four years of professional experience or a master's degree and a minimum of three years professional experience as a planning chief of lead for a human service (e.g., ESF 6) or emergency management agency. The degree must be in a business field (e.g., Program/Project Management, Business Management, Business Administration, Accounting, Finance, and Economics).
  • Relevant experience must be in the development, implementation, and evaluation of incident response plans in response to real-world incidents, development of agency-wide incident management frameworks, development of courses of action and analysis for senior leader decision-making.
  • Ability to successfully pass a background check.

Preferred Qualifications:

  • Project Management Professional, PMI Agile Certified Practitioner certification a plus.
  • Completion of FEMA's Planning Practitioner Program is strongly preferred
