As a Cost Engineer, you will manage project costs, budgets, expenditures, and forecasting for the Airports Authority's capital projects and programs.

Cost Engineer

Serves in the Engineering Project Controls and Management Department of the Office of Engineering. Offices are located at Ronald Reagan Washington National Airport (DCA) and Washington Dulles International Airport (IAD).

Through direct personal performance, and in collaboration with the Cost Engineer Supervisor, analyzes, maintains, and improves engineering and construction project controls policies and procedures, cost controls, and reporting in support of the planning and management of the Capital Construction Program (CCP), Capital Operating and Maintenance Investment Program (COMIP), Dulles Corridor Capital Improvement Program (CIP) and Dulles Corridor Repair and Rehabilitation (R&R) Program. Performs related functions.

GENERAL RESPONSIBILITIES

Maintains, tracks and forecasts capital program and project costs. Utilizes the Office of Engineering Project Management Information System (PMIS), supplementary systems, and software to analyze, maintain and report project commitments, expenditures, and cost forecasting.

Under the guidance of the Cost Engineer Supervisor, supports the development of comprehensive cash flows for all programs under the purview of the Office of Engineering. Designs cash flows for internal planning, annual budgeting, bond sale, use and lease agreement, and other stakeholder requirements.

Reviews and processes requisitions for projects under Office of Engineering purview. Acts as intermediary between all parties within the approval series and ensures submissions meet requirements. Ensures requisitions fall within project budgets and planned expenditures.

Prepares and maintains accurate and up-to-date cost reports, forecasts, and financial models for ongoing projects, highlighting key cost drivers, trends, and deviations from budget.

Prepares reports and presentations for project staff, management, and executive leadership.

Monitors and tracks project expenditures, analyzing variances between budgeted and actual costs, and identifying potential cost-saving opportunities or areas of concern.

Conducts cost risk assessments and sensitivity analyses to evaluate the potential impact of cost uncertainties and changes on project budgets and schedules.

Analyzes, appraises, enters, maintains, and forecasts capital program project costs, performs information management functions, and executes general administrative tasks as assigned.

Updates budget data, actuals, expenditures, and contingencies; writes variance narratives to detail specific concerns; develops detailed budget and forecasted cost plans by facilitating the integration of the project budget and schedule control systems.

Stays apprised of current corporate governing documents, policies, and procedures, and ensures Department compliance for cost.

Stays apprised of Planning, Design and Construction contract development to accurately forecast project costs.

Reviews cost estimates, schedules, and other project-related documentation.

Integrates project risk factors into forecasting such as potential contract changes.

Applies construction project cost control, and cost performance measurement and assessment systems to achieve project goals and resolve progress and cost issues.

Stay updated on industry best practices, trends, and innovations in cost engineering and project management, incorporating relevant knowledge and insights into the Airport Authority's cost management processes.

Performs other duties as assigned.

QUALIFICATIONS

Seven years of progressively responsible experience in construction project cost engineering, management, and project controls and a bachelor's degree in engineering, Construction Management, Cost Engineering, Data Engineering, or related field. A master's degree in the listed fields may substitute for two years of experience.

Knowledge of engineering, architecture, and commercial-industrial construction project management and project controls.

Knowledge of and ability to apply engineering/architectural design industry and project management practices and construction project safety requirements to assess the status of and help ensure that project activities are within budget and consistent with safety requirements, industry standards, and contract specifications.

Knowledge of industry standards for engineering/construction project controls and management to monitor industry trends and align policies and procedures with best practices.

Knowledge of A/E project management practices and standards, industry forecasts, and economic indicators and the ability to apply them to ensure that project costs are quantified and priced in accordance with current and forecasted market conditions.

Knowledge of and ability to use information management systems and electronic document control systems.

Ability to perform complex analyses of data and information and make recommendations.

Ability to speak and write effectively, with emphasis on communicating technical information to non-technical audiences.

Skill in using computer and office suite software, with emphasis on database and spreadsheet software.

PREFERRED QUALIFICATIONS

Licensure as a Professional Engineer (PE) in the Commonwealth of Virginia.

Certification as a Certified Cost Professional (CCP) from AACE (formerly the Association for the Advancement of Cost Engineering), or an equivalent certification.

Experience with developing cost tracking systems, databases, and other cost control measures.

Experience with data engineering and systems architecture.

CERTIFICATIONS AND LICENSES REQUIRED

A state driver's license in good standing.

NECESSARY SPECIAL FACTORS

Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, teamwork, customer-service, and other factors.

May be subject to adverse weather conditions, dust, grease, dirt, loud noise, and hazards common to the airport environment and construction industry when visiting work sites. Wears personal protective gear, as necessary.

Operates vehicle landside and airside (requires AOA permit).

Work requires moderate physical exertion (lifting objects up to 25 pounds).

A background security investigation will be required for all new hires.
