Summary
Title:Technical Program Manager
ID:DAT-24-01
Team:Data & Analytics
Description

HawkEye 360 is seeking an experienced and highly motivated Technical Program Manager to join the ranks of our growing Data and Analytics TPM team. Your role will be to support the successful execution of critical cross-functional programs across the lifecycle from inception through monitoring while maturing and scaling tracking processes.

On a day-to-day basis, you will work closely with Engineering, and Product and Technology teams to deliver new value to customers across a variety of technical domains. You will be expected to bring an intense customer focus and strategic mindset to sequence projects that build towards broader company-level goals as well as build out and mature continuous improvement processes.

HawkEye 360's technical stack is vertically integrated across spacecraft development, RF signal processing, data science, data engineering, and cloud-based enterprise applications. An ideal TPM candidate will bring hands-on technical experience across one or more of these domains, with a track record of facilitating complex software programs.

As the Technical Program Manager, your main responsibilities will be:
  • Facilitate communication, alignment, and shared understanding between development teams, product managers, and many diverse stakeholders.
  • Drive through ambiguity to build, prioritize, and execute program plans that improve average release timelines for our major systems. Deliver incremental customer value with a tight feedback loop towards a long-term product & technology vision. This includes the ability to understand early product requirement analysis, system integration, and services monitoring.
  • Lead planning sessions to refine program scope, define roles and responsibilities, clearly articulate guardrails, specify definition of done, aggregate and track concise content, align resources across teams, estimate timelines, build schedules, and set leadership expectations.
  • Keep regular meetings and cadences to manage team expectations and keep us on task. Ensure teams are addressing all parts of planning and execution.
  • Have high awareness of many moving parts, an ability to recognize drift or scope creep and enforce the line.
  • Articulate and manage program risk. Recognize potential problems before they occur and inform stakeholders of a need to pivot based on clear mitigation strategies.
  • Position to be the single point of contact for program activities freeing up team resources to do the work.
Your skills and qualifications:
Essential education and experience:
  • B.S. in Computer Science, Electrical Engineering, Remote Sensing/ GIS or related field; or equivalent experience.
  • PMP, SAFe POPM, SAFe DevOps or other Agile and program management training highly preferred.
  • 3+ years of hands-on technical experience in software development, data science, space systems, or signal processing; or alternatively, 3+ years' experience in geospatial or signal analysis in cloud environments.
  • 3+ years as a Technical Program Manager, Solutions Manager, Technical Account Manager, or Product Manager in a relevant domain.
  • Experience managing projects tailored to defense and intelligence customers; an understanding of the global security environment; deep understanding of national security end-user value and pain points.
  • Demonstrated record of successfully managing software or data science projects in a dynamic environment across multiple fast-moving, independent teams (e.g. a startup or comparable environment).
  • Proficient in use of Atlassian tools, Jira and Confluence for work break down and tracking.
  • Experience making strong tradeoff judgements (scope, resources, timeframe, or quality) in a variety of different situations based on the technical status, project/program goals, and long-term business strategy.
  • You're a strong team player who enjoys building relationships, connecting people and work, and has a unique ability to distill finer details from developing needs.
  • We're looking to improve velocity and need someone who can see things before they happen, build mitigation strategies, manage changing needs, and harden maturing processes.
  • You have a strong ability to multi-task and manage multiple overlapping projects and teams.
  • Proficient communicator in both synchronous and asynchronous environments across time zones and channels.
