We are hiring a full-time Program Analyst to support the Office of the Secretary of Defense (OSD) Joint Hypersonics Transition Office (JHTO). In this role, you will oversee the University Consortium for Applied Hypersonics (UCAH) budget and spend plan for ongoing UCAH projects over the life span of the awards. You will also serve as the focal point supporting the JHTO as the acquisition specialist for UCAH Operations, the JHTO Director, and members of the University Consortium. Additionally, you will be the liaison between the Government Contracting Office (GCO) and JHTO to obtain information supporting UCAH Science and Technology applied research projects providing high quality acquisition oversight, monitoring and subsequently resolve contract related issues. Responsibilities

    Perform the preparation, review, and administration of acquisition packages to submit to the GCO to result in contract awards and modifications, ensuring compliance with specifications, organizational policies, and Government Contracting Office guidance.
  • Maintain the acquisition management process to ensure efficient contract execution and archiving on the UCAH SharePoint dashboard for awarded projects.
  • Build, implement, and keep up to date the annual UCAH spend plan and manage expenditure tracking to include coordinating with funding activities and entry into a financial management database.
  • Facilitate acquisition activities and contract management between all parties, including members of the Consortium Management contracting team at Texas A&M Engineering Experiment Station and the Government Contracting Office on a daily basis.

Education/Qualifications

Required:

  • U.S. citizen with an active DoD Secret Level Clearance or above with the ability to maintain.
  • Bachelor degree in a business, management, procurement, contract management or financial related field from an accredited college or university.
  • 3+ years of financial management experience including the following:
    • Creation and execution of spend plans.
    • Tracking and recording expenditures.
    • Coordination of funding activities.
    • Updating the financial management database with timely and accurate project data.
  • 3+ years of project coordination or management experience including the following:
    • Facilitating alignment across multiple entities and key stakeholders daily.
    • Tracking and reporting for multiple project milestones and goals simultaneously.
    • Proactively identify process improvement solutions.
  • 3+ years of federal acquisition process experience.
  • Conducts increasingly complex work, with moderate supervision, and some latitude for independent judgment.

Preferred:

  • DAU COR Level 1-3 credential / certification ~OR~ experience supporting a Contracting Officer.
  • DAU Other Transaction (OT) credential / certification ~OR~ experience with Other Transaction (OT) programs.
  • Experience supporting Hypersonics or Office of the Secretary of Defense (OSD) Research, Development, Test, and Evaluation (RDT&E) efforts.
