Overview

The Senior Program Manager is responsible for delivering senior level management and oversight to the assigned program(s). The planning and management of single or multiple project teams and possess overall responsibility for program performance including cost, schedule, deliverables and contractual compliance.

Responsibilities
    Influences improvements in customer experience and operational efficiency and effectiveness through leadership in a multi-employer and cascading customer relationship.
  • Apply program management expertise across planning and execution including cost, schedule, quality, and risk and opportunity profile within Federal Government contracts valued in excess of $100M.
  • Serves as authority for interpreting statements of work across prime and subcontract agreements within portfolio.
  • Measure, manage, and align organization resources to achieve performance goals and objectives
  • Collaborate with Corporate functional areas, including HR, Finance, IT, the PMO, and Business Development, in support of program-specific work and also company-wide growth and execution strategies.
  • Provide subject matter expertise in support of government or industry clients.
  • Responsible for employee engagement, performance management, professional development and coordination of support personnel activities.
  • Serve as the liaison to government and industry clients, responsible for customer engagement and satisfaction.
  • Maintain regular updates regarding program performance, across portfolio, within executive dashboards.
  • Develop and deliver regular program management review briefings to illustrate program performance, actuals, and projections.
  • Manage and lead a multi-employer workforce; providing leadership, mentorship and performance management as needed.
  • Successfully manage and supervise two levels of subordinate Supervisors in achieving program goals and objectives
  • Identify, assess, and reconcile service related issues
  • Empower employees through delegation of decision-making and associated work tasks
  • Pursue organic growth opportunities within existing client base and support new business opportunities.
  • Lead or meaningfully contribute in all phases of proposal preparations and submissions.
  • Other duties as assigned.
Qualifications
  • Bachelor's degree in business or related field.

  • 15+ years of Program Management experience.

  • 15+ years of Federal Human Resources experience.

  • Proven track record of managing large and complex (multiple contract type) Federal contracts.

  • Successful leadership providing service to a diverse population of internal and external resources.

  • Proven experience in maintaining self-motivation, maintaining attention to detail, and persistence to achieve objectives across long periods of experience.

Desired Qualifications
  • Experience as a Program Manager in Shared Services.
  • Experience managing full life-cycle Federal Human Resources Operations.
  • Experience, training, or certification in Program Management within the private sector Defense Industry.
  • Graduate or post-Graduate education in a business or related field.
  • PMP Certification preferred.
  • Experience in creating and submitting high quality contract proposals.
  • Experience in earned value management program management
