Duties, Responsibilities & Other

KCI is seeking an Environmental Compliance Specialist to provide on-site support to the Maryland Transit Administration's (MTA) Office of Safety Management and Risk Control - Environmental Compliance Program. The qualified candidate will work under the direction of the MTA Assistant Chief Safety Officer - Environmental Compliance (ACSO-EC) or his designated representative(s). The qualified candidate will work at the MTA's Washington Boulevard facility (1515 Washington Blvd. Baltimore, Maryland) and report to the MTA ACSO-EC on a daily basis.

On-going services will include but not be limited to environmental regulatory compliance support (with respect to USEPA and Maryland Department of the Environment regulations) in the following areas:

    Assist the MTA in gathering and analyzing environmental compliance data; make inferences about the data; look for trends, patterns, and anomalies within it; create written communication, data visualizations, dashboards, and/or reports that clearly and concisely present data to stakeholders.
  • Provide technical assistance in the preparation of documents and the preparation and filing of permits with various Federal, State, and local environmental enforcement agencies, as directed.
  • Support the development and gathering of technical data, conduct investigations, inventories, audits, and surveys.
  • Provide environmental awareness training and support actions including coordination, scheduling, training content review/updates, and tracking.
  • Serve as a liaison between the MTA Environmental Compliance Program and various MTA storage and maintenance facilities, assisting site personnel in recognizing and complying with environmental compliance obligations.
  • Represent the Office of Safety Management and Risk Control at various staff, project, and MTA meetings and provide environmental expertise.
  • Other activities as directed by MTA.

Qualifications
  • Bachelor of Science in Biology, Natural Resources, or related field.
  • Minimum of 4- 8 years of experience.
  • Pre-employment drug screening is a condition of employment. Background and motor vehicle checks may be required based upon position.

  • Ensure projects fulfill ISO compliance requirements
  • Complete other duties as required/assigned
  • Assist with preparation of proposals and qualifications in repsonse to RFPs and RFQs
  • Achieve or exceed budgeted individual utilization target(85% typical)
  • Attend bi-weekly(or more frequently as necessary) meetings with project team on all projects/tasks
  • Complete all tasks on time and within budget while fully meeting the scope
  • Operate within specified (corporate or project) budget parameters
  • Assess and document potential project impacts
  • Collect required field data using proper protocols and techniques
  • Lead field surveys
  • Lead the development of and assemble organized, clear, and cohesive technical reports
  • Prepare avoidance or minimization recommendations
  • Prepare mitigation strategy and plan as required
  • Process field data for inclusion in reports and deliverables
  • Review and interpret lab results
