SUMMARY:

American Councils seeks a Senior Program Officer to be responsible for compliance and contract management for awards from U.S. and international funders, including government and private donors. The person in the position will ensure program staff and sub-recipients meet the requirements of donors, create and maintain systems to manage documentation, and provide risk management expertise and services to ensure successful project implementation while adhering to relevant USAID and other donor requirements. The person in the position provides tools, training and expertise to colleagues to support their roles in compliance, managing concrete compliance processes directly for specific projects. The Senior Program Officer interacts with donors, partners and subrecipients on the projects in their portfolio, and with other American Councils staff working in program and functional divisions across the organization. The position is based in Washington, DC and interacts with staff in-person and remotely in the U.S. and internationally, with some travel required. It reports to the Program Manager for Compliance in Field Operations and Programs.

RESPONSIBILITIES:

Contract and project administration
* Review donor agreements, and set up and support corresponding activity workflow and processes to comply with requirements
* Maintain comprehensive and organized records of all compliance-related documentation, including on donor platforms as appropriate, and internal project-based trackers or organization-wide systems
* Develop templates for terms and conditions related to contracts, sub-awards, and other agreements
* Participate in kick-off meetings with project teams to mentor staff in areas of compliance
* Check activity expense reports and cost-share documentation prior to submission to American Councils Grants and Finance Department
* Prepare material for reports or presentations using project data
* Coordinate internal review and approval processes for grant awards/contract signature and execute revisions to ready documents for signature
* Monitor awards in portfolio, including liaising with field staff in implementing offices to ensure timely amendments and modifications with donor and any subs/ partners, or primes
* For subs to American Councils or for sub-prime relationships when American Councils is a sub, draft and review sub-agreements and contracts; set calendars and submission processes for deliverables, and coordinate adherence
* For subs, provide guidance to ensure parties understand contract terms and conditions, monitor proper application NICRA rates, review projections against implementation plan and spending against projections
* Steward grants closeout process by creating, sharing and maintaining timelines for deliverables internally and creating and maintaining submission and filing systems; prepare materials for closeout
* Maintain files and provide files in response to audit requests.

Standards and Teamwork
* Stay up-to-date on donor rules and regulations, bringing any pertinent information to the attention of program or organization leadership to help American Councils mitigate risks and potential violations on an on-going basis
* Share knowledge about policies and procedures related to donor compliance requirements- to help divisions and programs to develop, implement, and maintain compliance practices congruent with federal regulations any donor specific requirements
* Gain and maintain familiarity with the variety of environments where American Councils works, and areas of activity and business development in order to advise on approaches to compliance matters
* Help to identify training content for program staff and subs on donor rules and compliance requirements
* Participate in negotiating terms with donors, primes, subs, and partners, maintaining excellent relationships
* Coordinate regularly with functional divisions (Finance and Grants, Strategic Development, IT, Human Resources, Monitoring, Evaluation and Learning, and Field Operations)
* Conduct occasional field visits for training, and to monitor implementation of compliance protocols
* Other duties as assigned.

Qualifications

* Bachelor's degree in finance, business administration, law, international development, project management, or related field.
* Minimum of five years previous experience in contract management, compliance, or related fields, working under USAID rules and regulations
* Expert understanding of 2CFR200, AIDAR, FAR, and other regulations pertaining to federal awards
* Strong organizational skills with an exceptional attention to detail and ability to prioritize work to meet deadlines
* Experienced in SharePoint, Excel, and data analysis and visualization
* Excellent communication and interpersonal abilities to collaborate effectively with cross-functional and international teams and give presentations in-person and remotely.
* Analytical thinking and problem-solving skills to identify compliance risks and propose appropriate solutions
* Ability to sit and/or stand at a computer desk for an extended period of time
* Ability to travel on long plane flights across several time zones and at irregular hours
