PURPOSE & NEED

As Chief of Party, you will manage a team of staff, consultants, and subcontractors to deliver high quality, innovative technical assistance to USAID clients.

You will ensure that the contract team delivers outstanding client engagement, high-quality services, and efficient and effective contract management. Your responsibilities will include managing all aspects of the contract as a model of evidence-driven adaptive management and collaborating, learning, and adapting. You will oversee the start-up of the contract and project-wide products and initiatives, such as the annual work plan, required reports, subcontracting agreements, and financial and staff management. You will also lead and grow your team to support implementation of EI management processes around financial planning, forecasting, and reporting. Through this position, you will have the opportunity to finetune your strong Collaborating, Learning, and Adapting (CLA)/ Monitoring, Evaluation, Research and Learning (MERL) skills to help your high-performing team implement contracted work.Over time, responsibilities may shift as new needs and priorities emerge.

OBJECTIVES AND DELIVERABLES

The following provides some near-term objectives and deliverables related to this position.

First 3 Months

  • Lead a successful start-up of the contracted activity that engages the client, the implementing team, and EI staff.
  • Facilitate a collaborative process with the client and the implementing team to develop a shared vision for success of the activity and an adaptive management process to achieve it.
  • Stand up a management team and management processes, including buy-in management, as needed.
  • Lead efficient response to initial buy-in requests.
  • Lead subcontractor and consultant negotiations and engagement
  • Initiate service delivery, including recruiting (as needed), onboarding, and managing the work of EI and subcontractor staff.
  • Develop a strong working partnership with the client office(s).
  • Become familiar with EI systems, processes, tools, and leadership style.

First 6 Months

  • Move from start-up to normal operations through completion of an annual work plan, the activity Monitoring, Learning, and Adaptive Management Plan, the activity meeting matrix, the first required reporting cycle, and project trackers and management systems.
  • Empower Key Personnel and other team leads to effectively manage teams and client service delivery.
  • Socialize team norms around quality, client engagement, and work process management.
  • Establish practices to capture and share learning from implementation.
  • Continue to oversee all aspects of recruiting and onboarding, including coordinating new staff orientation and contracting consultants.
  • Ensure financial performance to meet budgets and targets, managing the work of Program Managers and activity leads.

First 12 Months

  • Deliver outstanding service in all areas reviewed under the Contractor Performance Assessment Reporting System.
  • Oversee first full cycle of the activity's adaptive management system.
  • Communicate learning from the first year of implementation through appropriate channels to inform adaptive management, process improvement, and team performance.
  • Establish a culture of continuous learning and mentoring of staff to facilitate their growth in both technical and client engagement roles.
  • Nurture technical innovation, management efficiency, and high performance across the implementing team.
  • As needed, provide technical oversight in change management, decision support, monitoring, evaluation, research, learning, adaptive management, communications and knowledge management, datamanagement, and work process management in the development of client products.
  • Provide technical support in collecting, synthesizing, managing, and reporting on program or project implementation, including quantitative and qualitative data.

ONGOING RESPONSIBILITIES

Provide Expert Technical Service

  • Provide expert technical assistance to meet client vision and EI quality standards in change management, decision support, monitoring, evaluation, research, learning, adaptive management, communications and knowledge management, datamanagement, and work process management in the development of client products.
  • Seek opportunities and model behavior to share insights, key products, and learning across EI teams and beyond EI.
  • Effectively leverage contributions of partners and consultants.
  • Use EI performance improvement diagnostic to understand impact.

Manage Teams

  • Manage activity Team to develop and implement work plans, budget, and staffing plans aligned to client vision and EI quality standards and help them exercise increasing independence.
  • Facilitate team formation and steward team culture and career progression of individuals on and beyond the team.
  • Model EI culture, principles, and values and make decisions that advance EI's commitment to diversity, equity, and inclusion.
  • Solve problems across teams and portfolios independently, constructively, and efficiently.
  • Successfully manage the financial performance of the activity.
  • Participate in developing and living EI leadership and management norms.

Client Stewardship

  • Facilitate creation of a shared vision (theory of change) with the client lead and an adaptive management process to achieve that vision.
  • Effectively gain trust by managing the project team to consistently deliver quality service, anticipate needs, and solve problems.
  • Develop and implement a staffing plan that meets client needs and contributes to strategic development of EI's talent pool.

QUALIFICATIONS

Environmental Incentives seeks talented, creative and inspired professionals who can provide technical leadership and is flexible enough to fit into a strong culture.

Minimum Qualifications

  • Bachelor's degree in International Affairs, Humanities, or Social Sciences 11+ years of relevant experience; Master's degree and 9 years of relevant experience or equivalent combination of education and experience.
  • Minimum of 8 years' experience in designing, implementing, managing, and evaluating MEL-related activities and tasks, including experience with both quantitative and qualitative data.
  • At least 8 years of experience working on delivery of relevant client services; USAID experience strongly preferred.
  • Strong understanding of how to promote adaptive management, organizational learning, and evidence use beyond just delivering MERL/CLA services.
  • Demonstrated experience using innovative approaches to monitoring, evaluation, and learning, collaborating, and adapting.
  • Demonstrated experience successfully engaging partners across multiple organizations and disciplines, including policy experts, donors, academics, and practitioners, to achieve MERL/CLA objectives.
  • Experience with USAID programming, approaches, and policy, including MERL, CLA, and the Program Cycle.

Preferred Qualifications

  • Extensive work experience in program management, performance monitoring, inclusive and locally led development, evidence-based decision making, operational research, and implementation science.
  • Experience designing and implementing high-quality evidence (including CLA and MERL) services.
  • Experience managing the work of staff and subcontractors both within and beyond your area of technical expertise such as gender, inclusive development, climate, education, private sector engagement, conservation, energy, and land and resource governance.

Knowledge, Skills, and Abilities

  • Understanding of current evidence, CLA/MERL challenges and USAID priorities, including issues around design, adaptive management, performance monitoring for learning, developmental evaluation, evidence-based decision making, knowledge management, organizational learning and CLA.
  • Service and problem-solving orientation, with demonstrated skill understanding and meeting the needs of multiple clients, stakeholders, partners, and local actors.
  • Outstanding written and verbal communication skills.
  • Problem-solving orientation and ability to manage dynamic workflows and priorities.
  • Demonstrated ability to advance equity and inclusion in leading the work of teams.
  • Knowledge of USAID programming, approaches, and policy.

ADDITIONAL REQUIREMENTS

  • Eligible for USAID facility access or security clearance.
  • Legally authorized to work in the United States with no restrictions.
  • Criminal background check required.

BASE STATION AND COVID-19 POLICY

The position will be based in Washington, DC. Locations outside of Washington, DC will be considered on a case-by-case basis, with a preference for the candidate to be located in Washington, DC. Environmental Incentives uses a hybrid work model in which DC-based employees are required to work in the office approximately two days per week.

Proof of full vaccination against Covid-19 or legally authorized exemption is required for all Environmental Incentives employees working in the United States, regardless of office location or remote work. Selected candidates will be required to provide proof of full vaccination before beginning employment with Environmental Incentives.

COMPENSATION AND BENEFITS

The starting salaryrangefor this positionis$150,000 - $175,000 per year. Environmental Incentives also offers acompetitivebenefitspackagethat includes:
