POSITION OVERVIEW AND PRIMARY DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS):

MID-LEVEL STRATEGIC PLANNING, MONITORING AND EVALUATION SPECIALIST

  • Supports NEA/AC and the Libya External Office (LEO) with the design and implementation of the U.S. Strategy to Prevent Conflict and Promote Stability (SPCPS) in Libya.
  • Assists with the coordination of interagency efforts on the Libya SPCPS Monitoring, Evaluation, and Learning (MEL) Plan.
  • Provides guidance on strategic planning, program implementation and evaluation to NEA/AC and the LEO.
  • Develops methodologies to evaluate SPCPS program strategies. Supports the LEO and NEA/AC with SPCPS data collection and associated reporting requirements.
  • The on-site contractor will be expected to conduct frequent travel to the NEA region, as authorized by the COR.
REQUIRED QUALIFICATIONS AND EXPERIENCE:

REQUIRED QUALIFICATIONS AND EXPERIENCE:

  • Candidate(s) must have at least 5 years of experience designing, analyzing, monitoring, and evaluating USG-funded stabilization programs and strategies.
  • Demonstrated knowledge of current social science, evaluation and analytical tools and methods required.
  • Experience working in theMENAregion, any relevant language skills (Arabic, French), and online web analytics and methods for the quantitative analysis of social media is preferred but not required.
  • Professional (at least 2 years) and/or academic exposure to Non-Governmental Organizations (NGO) programs, and the Middle East required.
  • Bachelor's degree required - Master's degree in international affairs, Middle East studies, political science, or other relevant fields preferred.

ALL CANDIDATES SHOULD HAVE THE FOLLOWING SKILLS AND QUALIFICATIONS:

  • Native fluency in English. Ability to read and converse in Arabic and/or French is preferred but not required.
  • Ability to obtain and maintain a Secret security clearance. Current security clearance preferred.
  • Strong (written and oral) communication and organizational skills required.
  • Ability to multi-task and be detail-oriented required.
  • Ability to establish and maintain effective working relationships with a variety of stakeholders of different backgrounds required.
  • Ability to exercise sound judgment in a politically sensitive environment required.
  • Ability to work well with others and productively under pressure required.
  • Programmatic project design, performance indicator development and monitoring and evaluation experience preferred.
