Job Summary

The CEO Ombudsman serves as a neutral party who will be responsible for resolving complaints raised by City Schools' parents or members of the public that have not been resolved at the school or department level. He/she will review the complaint history, gather additional data about the complaint as necessary, and make a binding decision about its resolution. The Ombudsman will also be responsible for identifying patterns of complaints, isolating the root causes underlying such patterns, and suggesting potential process and/or policy changes that might remediate identified issues.

Essential Functions

Gathers and reviews data around complaints and inquiries raised by parents or members of the public that have not been resolved at the school or department level. Data solicited may include:

o Documentation regarding school and/or department efforts to resolve a complaint or address an inquiry; and

o Additional communications with the parent or community member to further understand the issues involved in a complaint.

Acts as a mediator as appropriate to attempt to resolve complaints or address inquiries.

Reviews proposed complaint resolution with Cabinet offices, legal department, and schools as appropriate.

Issues final resolution of complaints on behalf of the CEO and communicates final resolution to the relevant parties involved.

Ensures that all recommended resolution actions have been completed satisfactorily and on a timely basis.

Ensures compliance with timelines in board policies concerning timely resolution of formal complaints.

Identifies recurring issues or patterns of complaints that would benefit from change in training or policy or regulations.

Suggests underlying causes of patterns of complaints and proactively recommends potential process/policy improvements to address these causes.

Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school board policies and the professional standards.

Evening and weekend work required

Qualifications

Master's degree or higher in education administration or a related field from an accredited college or university; degrees must be from an accredited college or university

Seven years of related professional and administrative experience, including supervisory roles in an educational organization

Experience meditating conflict

Experience working directly with families and community members

Familiarity with City Schools policies and procedures and Maryland and Federal laws governing schools

Excellent communication and problem-solving skills, including ability to communicate effectively with people from a diverse range of backgrounds

Excellent verbal and written communication skills, including ability to gather information and summarize complex issues in written opinion

Proficiency in the use of Microsoft applications including Outlook, Word, Excel, and Power Point

Exceptional interpersonal skills

Excellent follow through and attention to detail

Ability to attend Board meetings

Ability to analyze data

Ability to work effectively in a high-paced environment with aggressive deadlines

Ability to balance multiple stakeholder viewpoints and work with all levels of management to facilitate change, implement strategies and accomplish objectives
