Job Description

Overview: IntelliBridge is an award-winning business with an immediate opening for a skilled Senior Cyber Policy Advisor to support the FBI's Cyber Division (CyD). The Advisor will provide consulting and professional support to the Cyber Division front office, executive management, and Policy Team on matters of internal policies and processes, interagency policymaking, and legislative proposals, as well as provide advice and support in the area of program strategy and execution. The SME works throughout CyD to address internal policy issues, writes and comments on interagency cyber and policy issues, and engage with the cyber workforce to ensure policy positions are accurately captured and conveyed. The SME also assists with short-duration special projects as directed by the CyD front office, with context and knowledge of how these fit into the broader FBI Cyber Program strategy. Such surge efforts might involve discrete issues of program strategy and execution, such as evaluating the risks and opportunities of potential courses of action (reputational, mission, financial, technical, and/or legal/policy), and analysis in support of acquisition. The SME will:

  • Develop, maintain, execute, and evaluate FBI Cyber program strategy and policy;
  • Contribute effectively to interagency policymaking processes on matters relating to cybersecurity, cyberspace operations, and emerging technology; and
  • Draft and evaluate legislative proposals.
  • Draft and deliver written products containing background research, current state of relevant agency programs/efforts, stakeholder perspectives, mission and resource implications, analysis of alternatives, and recommendations and be prepared to verbally present each study effort to FBI executive management. Analyses shall be considerate of:
    1. Alignment with guiding national policies and strategies (e.g., those of the Executive Office of the President (National Security Council and Office of the National Cyber Director), Department of Justice, Office of the Director of National Intelligence, and FBI);
    2. Interaction with other relevant department or agency strategies and approaches (e.g., DHS Cybersecurity Strategy, DoD Cyber Strategy, etc.);
    3. Consideration of the Cyber Program's role vis-a-vis other FBI investigative programs; and,
    4. Need for organizational and systems approaches to execute the strategy; and
    5. Means of measuring (i.e., performance metrics) and monitoring (i.e., periodic program reviews) effectiveness.
  • Interagency policy - As assigned, the Contractor shall assist in preparing FBI representatives for National Security Council-hosted (and other) policy meetings. This support will include vetting invitations, reviewing read-ahead materials, considering historical developments, proposing FBI positions and messaging points, developing prep materials, pre-briefing the attendee(s), occasionally attending, debriefing, and recordkeeping.
  • Legislative affairs - As assigned, the Contractor shall evaluate legislative proposals, testimony/questions-for-the-record from other agency witnesses, congressionally mandated reports, and other relevant items being routed through the Legislative Referral Memoranda (LRM) process or internal FBI/DOJ routing mechanisms for impact on FBI's cyber mission. The Contractor shall provide analysis and recommendations verbally or in writing, as deadlines permit.

Clearance: Active TS/SCI w/ CI Polygraph


Required Skills and Qualifications:

  • Minimum of 10 years of experience in strategic planning and organization change management
  • Strong experience in written and verbal communication, with a preference for previous policy writing experience
  • Strong experience in stakeholder engagement
  • Demonstrated project management experience.
  • Experience collecting, tracking, and managing requirements.
  • Experience overseeing design, development, and implementation of enterprise strategy and/or enterprise policy.

Preferred Skills and Qualifications:

  • Bachelor's degree is preferred
  • Organizational transition and business operations (with an emphasis on digital applications).
  • Knowledge of Intelligence Community methods and data.
  • Knowledge of current information and data processing technology and technology trends.
  • Knowledge of issues concerning cybersecurity practices, standards, and regulations.
  • Knowledge of issues concerning government computer network operations.
  • Experience documenting and editing functional and business specifications.
  • Ability to identify, translate, track, and implement stakeholder requirements.

Location: Washington, DC

Travel: ~10% (about 1 trip per quarter)
