Description

Washington College in Chestertown, MD is seeking qualified applicants for the The Director of Enterprise Applications and Solutions Architecture position. Enterprise Applications is a department of the Office of Technology (OIT) which provides the technology, skills, and services that contribute to and support the mission of the College. OIT is committed to creating an environment in which faculty and students will have opportunities to succeed in their scholarship, research, creative activities, and effectively and efficiently conduct college business through services delivery excellence.

The Director of Enterprise Applications and Solutions Architecture will be responsible for day-to-day operations of Enterprise Applications (EA) as well as EA and systems architecture across the college. This includes ensuring that the necessary guidance, processes and resources are in place to drive successful business outcomes. This is a position designed to directly support the Executive Director of Enterprise Applications as well as to collaborate with the project sponsors, developers, and the PMO team, comprising of business analysts and project managers leading the college through a 5-year strategic EA plan as set forth by the CIO in collaboration with the OIT leadership team. This is a hands-on technical role, that includes supervision and is responsible for development, implementation and maintenance of websites, databases, and various enterprise applications, and is a foundational member of the Office of Information Technologies leadership team.

Within a mentoring environment, this person will provide support services, project management, and reporting for existing and new college and system-wide Enterprise Applications including student, HR, finance, admission, financial aid, recruitment, CRM, and resource scheduling and related systems. We are looking for an individual with a strong technical understanding of the latest technologies and development methodologies available as well as how to integrate those technologies into new and existing higher education technology environments.

Essential Functions:

  • Assists in developing and leading strategy, implementation, and operations relating to WC's enterprise applications with an emphasis on operational excellence.
  • Directs the work of the programmers under the Enterprise Application team and/or contracted vendors to ensure proper delivery, maintenance, and monitoring of the enterprise applications and their systems integration
  • Collaborates with OIT leadership in the delivery of actionable technology goals that support the college mission and goals. Delivers effective application development and support for campus information systems, including ERP, LMS, Digital Collaboration Suite, Document Management, CRM, etc. Develops, implements, and monitors a strategic, comprehensive application plans that ensures that WCs applications meet ongoing and evolving business and IT requirements.
  • Liaise with OIT leadership team to ensure that WC applications are compliant with all relevant regulation (HIPAA, FERPA, ADA, etc.). Ensures that WC applications can comply with expectations of WCs disaster recovery and business continuity plans. Manages and exercises oversight of the application groups project portfolio and fosters effective communication among interdisciplinary project staff and assigned OIT staff.
  • Participates in setting project priorities with appropriate campus committees. Works with OIT leadership to develop and manage and monitor project budgets. Provides regular reporting on the status of application development to WC committees and other constituents. Works with the OIT leadership team to optimize internal processes (ex. change management, asset management, incident management, and configuration management).
  • Monitors technology trends in the industry generally and in higher education specifically. Facilitates a metrics and reporting framework to measure the efficiency and effectiveness of the applications portfolio, facilitate appropriate resource allocation, and increase the effectiveness of the applications portfolio.
  • Stays abreast of advances in the technology industry through regular conference attendance and other research and information channels.
  • Performs related duties and fulfills responsibilities as required.
Qualifications

Required Qualifications:

  • Bachelor's degree, preferably in business administration or a technology-related field or equivalent work- or education-related experience.
  • Minimum of 7 years of experience in IT positions with increasing levels of responsibility. Within these, a minimum of 2 years should be in application support and development and a minimum of 2 years should be in successful direct management in a significant leadership role.
  • Excellent written and verbal communication skills, interpersonal and collaborative skills, and the ability to communicate technical concepts to both technical and nontechnical audiences.
  • Demonstrated knowledge of CRM. Demonstrated knowledge of ERP functionality including financial, HR, Payroll, and SIS data structures and reporting. Fully knowledgeable of the systems development life cycle, structured analysis, design and programming techniques, programming languages, file access methods, web-based tools/solutions, system utilities and development tools, application software packages, and packages used in development or support of production systems.
  • Proven track record and experience in successfully executing programs that meet the objectives of excellence in an applications environment. Strong critical thinking and problem-solving skills. General knowledge and understanding of relevant legal and regulatory requirements, such as Health Insurance Portability and Accountability Act (HIPAA), Family Educational Rights and Privacy Act (FERPA), Americans with Disabilities Act (ADA), and Payment Card Industry/Data Security Standard (PCI).
  • Excellent analytical skills, the ability to manage multiple projects, as well as the ability to work well in a demanding, dynamic environment and meet overall objectives. Project management skills: financial/budget management, scheduling, and resource management.
  • Experience with change management processes. Ability to lead and motivate cross-functional, interdisciplinary teams to achieve tactical and strategic goals. Successful experience with contract and vendor negotiations. High level of personal integrity, as well as the ability to professionally handle confidential matters, and an appropriate level of judgment and maturity.

Preferred Qualifications:
Master's degree. Demonstrated knowledge of student information systems. Experience working in a higher education environment. Experience negotiating contracts for and operating in SAAS, IAAS, PAAS and other cloud environments. Experience and knowledge of SAP ERP environments. Knowledge and experience working with Ellucian products and services. Knowledge of Microsoft development, email, web, and collaboration platforms; Office 365, and the traditional Office suite. Database architecture experience including both transactional and data warehousing design and support. Knowledge of common information security management frameworks, such as ISO/IEC 27001, ITIL, COBIT and NIST. Professional certifications, such as PMP, ITIL, CISSP, CISM, or vendor certifications.
