The State Highway Administration's (SHA) Asset Management Office (AMO), Asset Optimization Division is recruiting for two Assistant Division Chiefs (Administrator IV) in Anne Arundel County. These positions are open to anyone who meets the minimum and selective qualifications listed below. These are position specific recruitments. The resulting list of eligible candidates will be used to fill these vacancies only. You will need to reapply for any future recruitment conducted for this job classification.

Nature of Work:
Assistant Division Chief, Transportation Planning and Performance
Life Cycle Planning & Performance Section

The main purpose of this position is to direct and coordinate the asset Life Cycle and Performance Planning Section services of the Asset Optimization Division. The Section's transportation planners, program managers and analysts turn asset data into information, information into insight, and insight into business decisions. This position informs performance-based planning and programming decisions for the Agency's asset portfolio of 15 asset classes and over 75 asset types spanning 17,600 lane miles of roadway throughout Maryland. This position partners with asset class experts throughout SHA to develop asset lifecycle management and state of good repair financial plans, risk management plans and other planning activities, and to deliver key products such as the State of Maryland Transportation Asset Management Plan (TAMP).

Assistant Division Chief, Data Modeling and Analysis
Data Modeling & Analysis Section

The main purpose of this position is to direct and coordinate the enterprise asset, performance, and risk modeling and analysis services of the Asset Optimization Division. This section of program managers and analysts employ asset, performance, and other datasets to perform detailed analysis and develop reporting and communication tools in alignment with SHA Transportation Asset Management (TAM) objectives. This position leads a team in leveraging existing enterprise technologies and systems, including Business Intelligence (BI) systems, GIS, VUEWorks, and others to provide data and insights to inform decisions regarding management and investment strategies, state of good repair project recommendations, risk management, and to measure the performance of SHA's programs.

Qualifications

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six (6) years of experience in administrative staff or professional work.

Selective Qualifications: Three (3) years of experience performing professional transportation performance management, transportation asset management, transportation planning, risk and resiliency management, or transportation data management work in one or more of the following areas: transportation engineering, transportation planning or program management.


This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification. Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or abilities).
Preferred Qualifications:
The ideal candidate should have experience in one or more of the following:

  • One (1) year of experience in the supervision of other employees
  • Experience using enterprise asset management applications for data management and analysis
  • Experience using Business Intelligence (BI) systems, Enterprise Asset Management Systems (EAMS), and/or GIS datasets and applications for driving transportation planning and performance decisions
  • Knowledge of transportation performance, asset, and risk management principles
  • Thorough working knowledge of federal transportation planning and project development process requirements
  • Understanding and experience with fiscal and economic impact analyses
  • Excellent communication skills, both oral and written
  • Ability to build and foster consensus in work relationships
  • Process development/re-engineering skills
  • Proficiency with the use/analysis of large data sets

Notes:
1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a master's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant on a year-for-year basis for the required education and experience.

Licenses & Certifications

Candidates must possess a motor vehicle operator's license valid in the State of Maryland.
