Job Description
The purpose of this position is to oversee and manage access, participation, and support for students with disabilities; and programs and services related to wellness, health education, and well-being for campus and community resources. This is accomplished by developing and administering procedures to ensure compliance with ADA federal and state laws and regulations pertaining to students with disabilities; guaranteeing complaints of students with disabilities are handled promptly and equitably, and consulting with administrators and faculty regarding information pertaining to academic accommodations and intervention strategies; ensuring compliance with legal responsibilities and instructional, programmatic, physical and curriculum modifications; creating and managing program budgets; supervising and evaluating program staff. Other duties include supervision of the Coordinator of Student Wellness, Student Development Specialists, Accessibility Specialist, and part-time Administrative Assistant, and serving as a member of the Care Team. This position will also manage the partnerships with external social services agencies including on-site counseling services to ensure student assistance is met as outlined in the Memoranda of Agreements.

This is an exempt, administrator position. HCC administrators receive an annual contract aligning with our 12-month fiscal year, July 1 - June 30. The first contract issued is prorated based on hire date, covering the remainder of the current fiscal year. It is necessary for an administrator to execute a new contract for each fiscal year that employment is offered.

Employees of Harford Community College, including instructors for online and virtual courses, must be residents of Maryland or the contiguous states of Delaware, Pennsylvania, Virginia, West Virginia or the District of Columbia; non-residents are expected to relocate to meet this requirement.

Required Education
Masters degree
Required Experience
Minimum of 3 years knowledge of federal, state laws, regulations, rules, policies and procedures regarding Americans with Disabilities Act [ADA](Section 504) and other disability rights laws
Required Knowledge, Skills, & Abilities
  • Subject matter expert on implementing student accommodations in compliance with the Americans with Disability Act (ADA) and the ADA Amendments Acts (ADAAA), Sections 504 of the Rehabilitation Act.
  • Excellent attention to detail, organizational skills, time management and sound judgment.
  • Administrative and supervisory experience.
  • Excellent communication and interpersonal skills.
  • Solid analytical, decision making and problem-solving skills.

Preferred Qualifications
  • Experience working with students with disabilities in an educational setting, preferably in higher education
  • Demonstrated commitment and experience in working with students with disabilities at the post-secondary level.
  • Conflict resolution skills, including active listening.
  • Knowledge of higher education laws, including FERPA, Jeanne Clery Act, Higher Education Act, Title IX, Title V, and other pertinent federal, state, and local laws.

Hours per Week 40 - 100%
General Weekly Work Schedule
Monday to Friday with evening and weekend hours as required
