About the Position

Dexis is seeking an experienced Evaluation Team Lead to provide monitoring and evaluation and learning (MEL) technical services for an upcoming short-term evaluation with the United States Agency for International Development (USAID) West Africa Regional Mission. This is a short-term position expected to start in mid-February 2024 and concluding at the end of April 2024. This consultancy will require travel to Ghana and Benin and an estimated level of effort of 45 days.

Responsibilities

The Team Leader in conjunction with the Evaluation Manager will be responsible for the overall management of evaluation, including coordinating and packaging the deliverables. The Team Leader will have primary responsibility for ensuring the final deliverables are completed in a timely manner and are responsive to the scope of work and Mission comments.

  • Lead the design and implementation of all evaluation activities, including the evaluation plan, research design, data collection instruments and administration, reporting, international field work, data analysis, draft and final evaluation report, and briefing(s) to USAID and other stakeholders.
  • Manage remote data collection.
  • Oversee quantitative and qualitative data collection and analysis, executed in collaboration with other team members.
  • Produce high-quality deliverables, integrating and interpreting qualitative and quantitative findings.
  • Ensure quality control methods in a consistent and transparent manner for all contracted tasks and functions. Ensure compliance with USAID rules, regulations and policies while meeting evaluation targets.
  • Serve as the primary liaison with the client, USAID.
Qualifications
  • A minimum of a master's degree in a relevant discipline (Economics, Agribusiness, Agric Economics, Statistics, etc.)
  • At least ten (10) years of experience in evaluation management, qualitative data collection and analysis.
  • At least 10 years' experience in program evaluation of donor funded development programs in agriculture and agribusiness in developing countries. Priority will be given to those who have evaluated programs of a similar nature.
  • S/he must have experience in conducting evaluations and designing performance evaluations as well as the ability to produce highly quality evaluation reports in English and French.
  • Strong interpersonal skills are required.
  • Demonstrated knowledge of and experience in economic growth interventions in West Africa, with a preference for experience with regional dynamics and a knowledge of the current context.
