Under the direction of the Director -Due Process, supervises the staff and coordinates the activities of the Due Process, Parent Response and Partners for Success programs units. The Coordinator is responsible for investigating, mediating and representing City Schools in Due Process mediations and hearings. Coordinates all activities related to the Parent Response Unit, including intake of parent complaints, investigations, negotiating with schools and parents to affect resolution and managing all related data in online tracking systems. Coordinates the activities of the Partners for Success and Preschool Partners Unit to ensure timely and effective dissemination of information to parents of students with disabilities, and manages the operations of the Parent Center.

Essential Functions
  • Conducts investigations and mediations with parents within the timelines as required by law.
  • Represents the Office of Special Education in Due Process hearings with the Administrative Law Judge including conducting supporting activities in collaboration with the Legal Department, and following up on resulting corrective actions with school-based and district staff.
  • Provides supervision and support to the Parent Response Unit to ensure that all parent complaints related to students with disabilities are investigated, tracked and resolved in a timely manner. Ensures all staff utilizes online tracking mechanisms to provide data and reporting to the district and MSDE.
  • Provides supervision and support to the Partners for Success and Preschool Partners Unit to ensure timely dissemination of information to parents, timely response to questions, and maintain the operations of the Parent Center. Coordinates the development and delivery of training and workshops for parents on various special education related topics.
  • Coordinates the implementation of a workgroup focused on the collaboration efforts between the Office of Special Education and the Early Learning Programs office to improve parent communications, alignment of initiatives and trainings.
  • Provides consultation to district staff in interpreting guidelines and regulations related to IDEA, COMAR, parent rights and Due Process.
  • Provides coaching and supports to Ed Specialists, and conduct goal setting and evaluation reviews.
  • Collaborates with the office of Legal Counsel, Office of Special Education staff and school-based staff to ensure City Schools adhere to special education guideline for students with disabilities.
  • Analyzes SEPRU data in order to assist in identifying and implementing appropriate supports and interventions necessary to provide provision of services to meet the needs of parents and students with disabilities.
  • Performs all activities in compliance with equal employment and nondiscrimination policies, federal and state regulations, School Board policies, and the professional standards.
Maximum Salary 113401.00
Minimum Salary 87921.00
Desired Qualifications
  • Master's degree in education or related field. Degree must be conferred from an accredited college or institution.
  • Valid Maryland State Department of Education Advanced Professional Certificate with Administrator I endorsement in appropriate subject area. Applicants applying from outside of Maryland should possess equivalent teaching and professional certifications.
  • Five years of successful teaching in special education and/or related services experience.
  • Extensive/demonstrated knowledge of legal mandates and requirements governing education and special education requirements.
  • Excellent verbal and written communications skills, including negotiating skills.
  • Excellent time management and organization skills.
  • Effective and demonstrated leadership and supervisory skills.
  • Experience in utilizing data to track and manage processes and to make effective decisions.
  • Proficient in the use of Microsoft Office computer applications.
