Job Summary:

MSG is seeking a talented Workforce to lead and oversee our training and technical assistance (T/TA) initiatives. The ideal candidate will possess a strong background in federal contract management, with a deep understanding of employment and education programs, particularly in the context of local grantees of Federal funds. This role requires expertise in registered apprenticeship programs and a proven ability to provide effective guidance and support to our clients. As a Workforce Manager/Project Manager, you will play a vital role in shaping the direction of our T/TA services, ensuring high-quality deliverables, and fostering collaboration among stakeholders. This is a full-time position that offers the opportunity to make a meaningful impact on the field of employment and education.

Job Responsibilities:

As the Workforce Manager at MSG, you will have a wide range of responsibilities aimed at providing top-notch training and technical assistance to our clients:

  • Facilitate Department communications and guidance to grantees, ensuring the effective dissemination of program guidance, resources, materials, and key information.
  • Develop various TA materials, including reports and fact sheets, to support the successful implementation of employment and education programs.
  • Establish and manage communities of practice for grantees, promoting the sharing of best practices and relevant information.
  • Plan and implement a communication system that allows for ongoing exploration of client needs and technical assistance recipient requirements.
  • Oversee the development and maintenance of web-based technologies and social media presence to facilitate information dissemination and collaboration among stakeholders.
  • Collaborate with grantees, project staff, and relevant stakeholders to conduct needs assessments and establish differentiated TA goals.
  • Assist grantees in demonstrating compliance and performance of grants, while collecting and analyzing program performance data.
  • Identify and facilitate learning opportunities for TA recipients by working closely with DOL, technical assistance contractors, associations, researchers, and others.
  • Design and deliver short, intermediate, and long-term TA solutions aligned with Department priorities and initiatives.
  • Develop and maintain annual service plans for all aspects of the technical assistance contract.
  • Manage contract deliverables, ensuring quality control and exceeding client expectations.
  • Organize and actively participate in meetings, conferences, webinars, and other events with grantees and TA recipients.
  • Provide effective management and coordination of T/TA services, ensuring high-quality, responsive, and coordinated deliverables.
  • Implement and supervise ongoing professional development and performance improvement for technical assistance specialists.
  • Develop and implement quality assurance processes to enhance the effectiveness and quality of technical assistance services.

Qualifications:

  • Bachelor's degree: a master's degree is a plus.
  • A minimum of 10 years of experience in managing federal contracts, including a proven track record of effectively running or supporting DOL grant programs.
  • Expertise in providing technical assistance in at least one of the following areas: registered apprenticeships, pre-apprenticeship, career pathways, work-based learning, and business engagement.
  • Demonstrated experience in managing large teams, collaborating with multiple partners (including geographically dispersed teams), and successfully delivering on a demanding schedule of deliverables.
  • Exceptional oral and written communication skills, with the ability to convey complex information clearly and effectively.
  • Capacity to thrive in a fast-paced, adaptable environment while consistently meeting stringent deadlines.
  • Highly proficient in the MS Office suite, and a willingness to learn and adapt to new technologies.
  • Preferred experience in developing proposals, whether for federal, state, or foundation projects
